Take an inventory

Every licence, card, permit, visa and registration the business holds, with its expiry date and issuing authority. Most businesses that come to us do not have this in one place, and assembling it is where the first surprise appears.

Establish authority to act

Some things we can do on presentation of documents. Others require a power of attorney, a company authorisation or a signatory physically present. This is settled first, because it determines what can be done without you.

Prepare the submission

Documents assembled and checked against the current requirement, typed in the accepted form, with translation and attestation completed where they are prerequisites.

In person where the procedure requires it, through the portal where it does not.

Arrange it Before You Need it

A power of attorney is the document that makes remote management of UAE affairs possible. Without one, a great many procedures reach a point at which a specific named person must sign or appear, and stop until they fly in.

It has to exist before the transaction, not during it. A power of attorney executed abroad must travel the full attestation chain — notarisation, foreign ministry, UAE mission, UAE Ministry of Foreign Affairs, then legal translation — before it is usable here. If it is being arranged in response to a deadline, the deadline has usually already been missed. Execution before a UAE notary is far quicker, which is a strong argument for doing it while you are in the country rather than after you leave.

The powers have to be drafted for what you will actually need. One that is too narrow fails at the counter — it authorises company matters but not banking, or incorporation but not signing a lease. One drafted casually broad creates a different exposure. Work backwards from the procedures anticipated over the next year or two, with the holder named correctly and the spelling matching every other document.

Duration is set by the authority, not by us. Some submissions close the same day; others depend on a second department’s approval, on documents arriving from abroad, or on an inspection. What we control is that a file goes in complete the first time and is then followed up rather than left to sit.

PRO work is available as a fixed fee against a defined scope for a single matter, or as an ongoing arrangement covering a set of licences, visas and renewals. Either way the fee is agreed in writing before work starts and is anchored to the work.

Government and typing charges are separate, paid to the authority, and shown at cost.

Complications

Where it Goes Wrong

The prerequisite was discovered at the counter

A submission needing an attested document, an approved translation, a valid tenancy registration or a second department’s approval fails on arrival if any is missing. Each takes days or weeks to obtain, and the trip is wasted.

The signatory was not in the country

A procedure reaches the point of signature and stops, because the only authorised person is elsewhere and no power of attorney exists. Entirely preventable, and one of the most common reasons a straightforward file takes an extra month.

Renewals were treated as single events

A licence renewal frequently depends on other things being current — tenancy registration, an establishment card, audited accounts for some zones and activities, valid visas. Starting at the expiry date means starting after the prerequisites needed to be underway, and late renewal attracts penalties that accrue until the matter closes.

Nobody read the rejection

Refusals and queries usually say what is wrong, in terms that assume familiarity with the process. Left unread or misread, a fixable query becomes a lapsed application.

The form was typed informally

Applications have accepted formats, wordings and transliterations. A document produced outside a typing centre may be substantively right and still be sent back on its form.

A change was made in the wrong order

Amendments to a licence, shareholding or activity often have a required sequence, and one made before its predecessor is registered leaves the company with records that disagree.

Questions

What does a PRO actually do, and can I outsource it instead of hiring?

Public Relations Officer is the local term for the person who deals with government authorities on a company’s behalf: preparing and typing applications, submitting them, attending in person, following up and collecting the result. It can be outsourced, and for most small and mid-sized companies that is the more sensible arrangement — the work is intermittent, the expertise required is broad, and an in-house administrator handling it occasionally will be slower and less current than someone doing it daily.

Can you act for me if I am not in the UAE, and do I need a power of attorney?

For a large part of the work, yes — with a power of attorney or the appropriate company authorisation in place. Collecting and submitting documents often needs neither; signing, incorporating, banking, transacting or litigating on your behalf does. Some steps still require the individual personally, medical testing and biometrics among them, and we tell you which at the outset.

Is everything not online now?

A great deal is. But numerous procedures still require attendance, an original document, a wet signature or a typing centre, and those are the ones that most often stall a file.

Can you take over a file another agent started?

Usually. We begin by establishing what the authority’s record shows, which is not always what you were told.

Will you tell me if something cannot be done?

Yes. Where a submission will not succeed as things stand, we say so before taking instructions rather than submitting it and reporting the refusal.

Do you cover emirates other than Dubai?

Yes — federal authorities and emirate-level departments across the UAE, and free zone authorities.
